It appears the spambots that have lain dormant for about a year have reactivated. The sheer overwhelming volume of them last year, and seeing them just stop led to those accounts remaining open (something in the neighborhood of 1000 reports of 300-500 unique accounts per week was just not feasible to go through at the time). As they pop back to live like the Terminator, they're being banned when reported.

Thanks Rod for clarifying the situation, I was wondering what the Hell was going on. It explains why all of the spam emails Ive recieved have been from accounts with 0 posts. I have started reporting them everytime I recieve one.
