I was argue that any sort of self stimulation of your body for your own pleasure would qualify as masturbation-- touching, rubbing, squeezing, stroking, grinding. Whether one cums or not doesn't change that, IMO.

I'd call masturbation any form of manual self-pleasure without regard to the outcum. Jacking-off, to me, implies the completion of the stimulation, arousal and final climax sequence.

I think masturbation is any form of solo sexual stimulation. I even classify hands off mental sexual pleasure as masturbation.

At first when I saw the title to this post, I thought the answer would be simple. LOL. Not so with most things in life. After thinking about it for a minute or two, I suppose my conclusion at this moment is that if your are rubbing or stimulating your penis, scrotum, nipples, etc., through your clothing, I would not consider that masturbation. A word used earlier by other responder was "fondling," and I that is a good word as well as "stimulating," etc. In my humble opinion I think in order for an activity to be called masturbation, it is an activity that might result with an orgasm, and an ejaculation if the person masturbating is male. Regardless of whether or not orgasm and/or ejaculation is achieved, is irrelevant. If the activity such as stroking one's penis, or rubbing it against a bed, etc., seems like it could easily, or especially has a history of causing an orgasm and/or ejaculation, that for me would be considered masturbation.

I can bring myself to orgasm using mental imagery alone, without any kind of physical contact. So I guess I'd count masturbation as a conscious decision to erotically stimulate myself. Seeing a hot girl lying naked on a beach would be a turn on, but I wouldn't count it as masturbation. Watching porn, on the other hand, would.
