Gifs always make me feel slightly frustrated. A mini movie that never gets to a satisfactory completion.

Well said, I agree. Its the volume.
There's a guy who seems to enjoy taking over every other thread and cramming it with GIFS, sometimes 6 or 8 at a time. Then when your trying to read the thread all you can see are these GIFS constantly shivering and distracting the eye. I think it does annoy others because often, once he's colonised a thread it dries up, probably because others find it so annoying

Agree - he's a pain the ass
I hate GIFs, first because they are annoying, can stand so much stuff moving on the screen, and second because they use up so much data.
I wish there was a way to permanently prevent them from being downloaded.

There is! At least there are browsers plugins that block GIFs. On mobile I'm not sure how to do it.

Block GIF animations in the browser:
In Firefox, type about:config and change the value of string image.animation_mode from normal to once, or none.
Or, in Firefox, install the Toggle animated GIFs add-on: http://https://addons.mozilla.org/en-US/firefox/addon/toggle-animated-gifs/
In Google Chrome, install the Animation Policy extension: http://https://chrome.google.com/webstore/detail/animation-policy/ncigbofjfbodhkaffojakplpmnleeoee
