There are several threads on the subject already. Short version:

Chat is not down.
Dalnet (the hosting service) did have issues with their entire network on Tuesday.
The fix that they applied had a side effect of breaking compatibility of our custom connection methods from within the site.
A ticket has been submitted to Dalnet, but it is unknown when/if they can restore compatibility on their end.
Chat can be readily accessed using the IRC client of your choice and the settings on the chat page linked at the top of this one.

Chat seems to be up now. Cant use the html version tho
