I have been using TENS for several years, just pleasure no pain. It is all in how you adjust it and where you put your electrodes. Granted there are many models from different companies. I have used an older basic unit and a state of the art model both with great results. Most of the time I can get to hfo. No pain, except when I had it turned around and confused clockwise with counter-clockwise on the amplitude control. I would encourage everybody to go online and read up on safety before you wire up. Okay, this will be my final input on this topic.

In summary, I'm not satisfied with using the TENS unit
as a "sex toy" to stimulate my cock.
This turned out NOT to have met my expectations.

There are e-stim products designed for the cock.
But at this point if it's gonna feel like an electric

tens unit should just be used for treating back pain.
