There appears to be some difference of opinion being bandied about regarding just what "legal teens" means. As far as I know, the law passed by Congress back in the mid-80s had to do with photographs of people under the age of 18 that featured "lascivious exhibition of the genitals," which were henceforth no longer legal. In the 90s they tried to extend this to any graphic representation, e.g. computer-generated, drawings, paintings, etc. This was too much for the Supreme Court back then, so that new law was thrown out (1st amendment and all, ya know). But evidently the term "legal teens" is now being used sometimes simply to refer to anyone under 18, regardless of the context (i.e. not necessarily involving nude photos, or any photos at all).
