It really depends on the bar and its atmosphere. Most gay bars are just spots to gather, drink, and hang out. Nowadays it feels like there's a lot less cruising, but when there are hookups it's usually not out in the open. But there are bars that have back rooms or basement areas specifically set aside for messing around. They're not in the main bar area, but still somewhat public.
