That question cannot be answered by a few anecdotes on this thread, but I see little reason to expect much of a difference. I'm cut, and I started masturbating long before puberty -- probably at age 6 or 8. On the other hand, I have a fair amount of foreskin left, and I don't require lube to jack. On the third hand, using my method from that age (brushing my cock head against the bed sheet), it wouldn't have mattered much whether I was circumcised or not.
