Looks to me like you need to consult a therapist. Without an examination and interview by a knowledgeable expert, your problem is almost impossible to diagnose.

I doubt that circumcision has anything to do with it. If you were disabled by an accident, there may be some internal injury (to a nerve, maybe?) that prevents orgasm. If you go to an unhelpful or unsympathetic doctor with this, quit him and try another one.

Some basic tips:
-Use lubrication of some sort. Many circumcised guys don't have much luck going dry.
