There is a difference between putting a pic in your profile and sending one to someone uninvited.
If someone goes to your profile they're making a conscious effort to learn more about you, and if it's on a site like this I think they'd have a reasonable expectation there might be explicit material there.
But sending an explicit pic to someone that isn't expecting it, or even worse, that doesn't know you, is creepy at best.
